The Wise City Model is a participatory city model that acts as a communication tool to connect residents with their cities. It is now permanently exhibited in the WISE Living Lab founded by Tokyu Corporation to undertake next-generation urban development for the suburbs. The Wise City Model is both a tool and a system for enabling urban design by residents through the experience of urban development, using the model as a key touchpoint. ACTANT designed not just the model, but also a whole system of activities, including a management flow and workshop programs. With further continuation of the activities in the future, it is hoped that a community that unifies the entire city will be fostered.

Phase 1|Designing a communication tool for a living lab

Research and concept making

Based on the accomplishments of preceding research, the concepts of a "participatory model" and "continuously changing information" that embodied the living lab's special co-creative character were drawn through repeated ideation and discussion sessions.

Overall framework

The model content changes according to the activity theme, which changes for each session. We created the management flow that continuously supports this cycle and a comprehensive guideline for its practice. A portable map that works in tandem with the model to support fieldwork was also included.

Phase 2|Designing the model shape and participation experience

Prototyping through co-creative workshop

We held a co-creative workshop with local residents to perform verification for the prototype produced by the designer team. With the aim of testing whether the shape of the model and the participatory design process would be successful or not, two different activities using this model were designed. From the results of these activities, we identified important points for revision and reflected these in the details of the design.

Production

We reviewed the various opinions exchanged at the workshop and then continued with repeated prototyping, gradually forming a final version of the model. In order to provide support for each of the producers to express themselves, we designed building blocks, cards upon which information can be written, and a panel for displaying exhibit information as accessory tools.

Our Challenges

Communication tool to promote the co-creative urban development

In order to create opportunities for local residents to gather together here, and to gain residents’ understanding of the living lab approach in urban development, the Wise City Model was proposed, which is a participatory model created by local residents. The design included not just the model, but also a whole system of activities, including a management flow and workshop programs.

Continuous system for managing the model

We anticipate using the model through the format of a workshop with a specific theme. The model content changes according to the theme, which changes for each session. We provided the management flow that continuously supports this cycle and a comprehensive guideline as a handbook with detailed explanations of implementation procedures and facilitation points.

Platform where residents participate in the development of their town

The Wise City Model design was completed based on the policy that all of its elements would change over long-term use. We devoted attention to securing wiggle room and flexibility so that participants could create their own new values when shaping the model. The model has a format that is compatible with the structure open to various creative instances and the appearance having a sense of unity as an exhibit piece that effectively communicates the intention behind its expressions.
